- Whiterun Halls of the Dead Catacombs (in the first room, go down the left stairs and it will be to your left)

- Dragonsreach in Whiterun (Jarl's room)

I also found a stone at the river shack of the forlorn lover on Solstheim. It was in my last playthrough and was located at the river that flows west. (vicinity of Bristleback Mine). The shack did not spawn in current playthrough. I keep checking back. Did not expect one to even show up in Dragonborn. So, now one or two might generate randomly.

If you have the latest patch, the Thalmor embassy one has been moved so it's not in the bedroom anymore. It has been relocated to the cave after you rescue someone from the Thalmor dungeon.
