The standard desktop version is the one you'd want to install, and runs exactly the same between Windows 7 and Windows 10. The Windows 10 Beta features cross-platform play with Pocket Edition, and you can get a free download code from your Mojang account.

TL;DR Yes you can play the normal Windows version if your on Windows 10
You can get Windows 10 beta edition for free if you bought Minecraft already. (Get it through mojang.com )... You can still play the normal PC version of Minecraft on Windows 10, and Windows 10 beta.
