I don't know why they designed it that way, but since a drop of devil blood doesn't have a listed price, it can be assumed to be in your spell component pouch (or ignored with Eschew Materials). It heals slower than cure light wounds, but heals more per charge, making it the more efficient option for out-of-combat healing.

I suppose you could argue that a cleric could be stripped of their spell component pouch, but still have access to bless water, and silver and water are easier to come by than devil blood? It’s a big stretch, though, and doesn’t really justify causing the confusion exhibited by this question.
