Is this actually off-topic? It seems closer to, e.g., asking for a solution that could involve a mod - it is very specific, and asks for a very specific kind of software. It's also something which would be good to have a proper answer for.

I found a great mapping tool, personally loved using it.
I'm not sure if the pixel ration is 1:1, but I'm pretty sure you can zoom in/out. You can create a map using a seed, but it won't show any buildings without a world file.
