From another source, I've read from discussions on Gamefaqs that "no", one does not get any sort of penalty from cheating or using action replay codes reasons being along the lines of "How can anyone prove you cheated?"
Though there are some stating the opposite, saying that they have been restricted from online trading and battling. Others have claimed that hacking for rare or event Pokemons would definitely cause problems.
What is the truth here? Excluding possible glitches, are there any consequences from using Action Replay in-game; and out of game such as online battles and trade?
If so, do they apply to any and all cheats or could there be some that are overlooked or seen as harmless? Possible follow up question, if cheats are overlooked by the game itself, what can be said about Tournaments, could one be banned from participating if somehow that person was found out to have say a perfect IV pokemon from hacking? (even though breeding for perfect IV is totally possible, just a very time consuming endeavor otherwise)
